    The Business Improvement District Council is a precedent setting collaboration among members of San Diego’s small business community. For over 20 years, San Diego’s BID system has sponsored various activities designed to improve business conditions in San Diego’s older business districts. The presence of trees is recognized as an essential part of our urban environment. Street trees in traditional business districts enhance the retail environment for shoppers and visitors and strengthen business in the city.

     

    General Description: The BID Council is seeking a well-qualified individual or independent contractor to serve as a field arborist for the Trees Mean Business Program.

     Requirements

    Management experience

    1-2 years related industry experience

    ISA Certification

    Strong communication and writing skills

    Ability to work in challenging urban environments, alone or with a team

    Must be able to travel to various worksites within the city of San Diego

    Must have own vehicle capable of transporting trees

     PROPOSAL REQUIREMENTS

    Compliance with Community Forest Initiative Scope of Services Proposal Format:

    1.       Cover letter with a brief narrative describing approach to the work, including how the scope of the program will be addressed.

    2.       Personal resume

    3.       At least three (3) references

     Proposal Submission

    Please submit written proposals post-marked or delivered no later than 4pm Friday, December 19, 2008.

     

     SCOPE OF PROGRAM

    Proposals must include a narrative on how contractor will comply with the Scope of the Program

    General Tree Planting Event Procedures

    A.                  Ensure tree quality specifications are met.

    Contractor will inspect all trees prior to planting to ensure they meet all contract \

    requirements including ensuring proper healthy branch and root structure are free of

    pests and disease.

    B.                  Ensure traffic control issues are handled when traffic control is required.

    Contractor will ensure that work crews strictly follow all city requirements.

    C.                  Tree planting specifications

    Contractor will meet and abide by the tree planting and tree quality specifications and will ensure that all trees are installed per technical standards in the City Land Development code and the California Department of Forestry guidelines.

    D.                  Dig Alert compliance

    Contractor will coordinate mark outs and ensure that Dig Alert clearance is obtained two weeks prior to any digging.

    E.                   Ensure City Street Division Street Tree Planting permit receipt and compliance.

     Contractor will ensure that receipt of a street tree planting permit and signed watering agreement are in place two weeks prior to planting and that all conditions of the street tree planting permit are met.

    F.                   Event Supervision

    Contractor will provide professional coordination for each tree planting and coordination of tree/plant and other material deliveries; direction to volunteers on how to properly plant, berm, and stake trees; provision of water to each tree on the day of planting.

    1.                   Contractor will supervise hole digs and ensure that all concrete cuts are

    performed by a qualified, licensed subcontractor.

     

    2.           Contractor will allow the City Urban forester to inspect the work upon        

    completion.

    G.                 Safety

    All work under this contract shall be performed in such manner as to provide maximum safety to the public and where applicable, to comply with all safety standards required by OSHA. The Contract Administrator reserves the right to issue restraint or cease and desist orders to the Agency when unsafe or harmful acts are observed or reported relative to the performance of the work under this contract
